Across 115 plans priced in California, an electric water heater adds $261.48 to $877.84 a year — $21.79 to $73.15 a month. The median plan puts an electric water heater at $645.14 a year.

Those 1,694 kWh are billed at 15.4¢–51.8¢, against a 39.5¢ whole-bill average on the median plan: they land in the last tier the household reaches, so the average rate understates them by up to 12.3¢ per kWh.
What California homes use
EIA's 2020 residential survey found 1,694 kWh a year across 213 sampled homes that run one, 37% under the national 2,706 kWh. The middle half spans 699 kWh to 2,451 kWh, so an electric water heater varies by 1,752 kWh between one household and another.
Electricity used to heat water for washing, bathing and appliances. That average covers homes with an electric water heater — 20% of homes here, against 47% nationally.
That makes an electric water heater about 26% of the electricity a California home uses. The remaining 4,787 kWh is what an electric water heater is billed on top of, and on a tiered or time-of-use plan that is what sets the rate it meets.

San Diego Gas & Electric Co charges $383.94 a year more than City of Redding, California (Utility Company) on Residential Service for the same 1,694 kWh.
Light and heavy use of an electric water heater
A household in the lighter quarter runs an electric water heater for 699 kWh a year and pays $107.88 on the cheapest plan. One in the heavier quarter runs it for 2,451 kWh and pays $378.36 — $270.48 more for an electric water heater on the same tariff.
