What each utility's customers paid per kilowatt-hour

27 of these utilities charge less than the median per kWh and still send a larger bill than the median, because their customers use more: Norris Public Power District's customers averaged 1,518 kWh a month at 9.6¢ and paid $146. 27 go the other way: Consolidated Edison Co-NY Inc charged 35.7¢ per kWh, and its customers used 365 kWh and paid $130. A rate is the price of a kilowatt-hour; the bill is that price times how many a home uses.

EIA’s figure is what each utility collected over what it sold, so it carries every rider and fuel adjustment and needs no assumption about when a home uses its electricity. The cheapest open plan on each utility’s page is shown beside it, but it is not the ranking: 48 of those plans price by the hour, and a month of use spread evenly across every hour is only one of the ways a home can use it.

Every figure here is computed when the site is built, from the records named below, by the same code that fills the state, utility and cost-to-run pages this guide links to. When those records are refreshed, the figures change with them; the words around them do not, which is why no sentence here states a direction the data has not been checked for.
